COGS is not the big part of issues; the major issues are in non-COGS cost for Apple and infracstructure cost of US vs China. In particular, Apple's new products are normally relied a lot of engineering efforts for both pre-production and mass production stages; those NRE costs are very costly in the U.S. and those are not part of COGS quoted to Apple when manufactured in China. The infrastructure cost include fringed benefits required by labor unions and local/federal laws and cost of law suits etc will make this part of cost even more than expected.
