I can see how using PCB designs as functional blocks could really speed up the design/prototype process.

You make some very good points on this subject and I agree OS PCB has its place.  With the proper diligence on the part of the designer it should help reduce time to market which is always a good thing.

opensource promotes great applications

With opensource approach towards PCB design,  lots of applications  can be easily developed. Take Raspberry Pi as an example, the PCB is popular among hobbyists as well as people who use it as educational tools. There are lots of vendors who design accessories to interface with the board. With a common hardware, it is pretty easy for people to develop software as well.

For this, is it necessary to have common EDA PCB design tools?

The concept looks good for reference design to study and adept. But difficult to integrate it in once own design.
