This problem indeed requires great attention from the top management to enforce collaboration between function departments. If it is not the focus point, nobody will bother to measure power consumption of individual processes and try to optimize for the whole facility.

@Mary, this day to day management of operational functions is going to be increasingly critical over time. In the semiconductor industry margins are getting thinner all the time--and saving cost is a solid way of making profit margins fatter.
